Division of Tax and Revenue Collections

The Division of Tax and Revenue Collections is responsible for billing and collecting all taxes and general revenue. In addition, the Division of Tax and Revenue Collections performs all appropriate functions associated with:

  • Billing and collection of all water/sewer accounts
  • Maintaining all records of billings and collections
  • Accounting for all veteran and senior citizen deductions
  • Recording results of tax appeals, tax liens, and general assessments
  • Managing the Annual Tax Lien Sale

Property Taxes are Due on the following dates:

  • Febuary 1st
  • May 1st
  • August 1st
  • November 1st

Tax bills are typically mailed to property owners in July.
Duplicate Tax Bills are available and cost $5

Late Payments

All payments received after the 10th of the of the month will be charged interest at the following rates:

  • 8% annually for balances up to $1,500
  • 18% annually for balances over $1,500

City Utilities Billing

Water and sewer charges are billed semi-annually in May and November. Utility bills are due upon receipt.

If you did not receive a Water and Sewer Utility Bill for charges due, please contact Cindy Sexton at Csexton@burlingtonnj.us or Emily Farmer Efarmer@burlingtonnj.us for a copy. Utility charges are ultimately the liability of the property owner.

If paying by mail, please include the stub for the quarter you are paying with your check and retain a copy of the canceled check as a receipt. Please note that post-dated checks are prohibited and will be returned to the sender.

Please note the following:
  • There is a 10 day grace period.
  • Interest will be computed back to the 1st of the month for payments received after the 10th.
  • Late payments are first applied to accrued interest, and then any remaining amount will be applied to the principal balance.
  • Payments less than the accrued interest will not be accepted.

Utility Rates Overview

The following rates are for average residential use only – please contact Cindy Sexton at Csexton@burlingtonnj.us or Emily Farmer Efarmer@burlingtonnj.us between Monday - Friday, 9:00am – 5:00pm to obtain more complete rate table information.

Usage is determined by the semi-annual Water Meter Reading. Many water meters city-wide have had an automatic Meter Reader installed, otherwise the Meter Reading is estimated on the Bill.

Local, County & School Tax Collections in NJ

In New Jersey, the local municipality is the conduit for billing and collecting taxes due for School and County taxes. The City of Burlington tax bill therefore includes amounts due for:

  • County Tax (general)
  • County Library Tax
  • County Open Space Tax
  • Local School District Tax
  • Local Purpose Tax

Only the Local Purpose Tax is kept by the City of Burlington for operational expenses. Local Purpose Taxes are used for the following services: Police, Fire, Trash Collection, Road Repair, Street Lighting, Aid to the City Library, Administration, Aid to Emergency Squad, Debt Service, and Some Capital Improvements.

State law requires each municipality to pay 100% of the County and School taxes due on a quarterly basis. The City makes up any shortfall in collections, which is then figured into the next year’s Municipal Budget.

Delinquencies

The City of Burlington holds a Tax Sale, during which ALL tax, water and sewer delinquencies from the prior year are sold, and a LIEN is placed on the property. Tax Sales occur the year following delinquency.
